The deployment of Learning Management System (LMS) is becoming increasingly ubiquitous in higher education. In this study, LMS becomes a shared platform where learners and instructors can interact digitally. LMS is meant to facilitate learning and communication on digital platforms. It is important to also observe that LMS serve as a linkage to curriculum, instructional resources, assessment strategies, student data and staff competencies. A preliminary study conducted at the Sunyani Technical University (STU) showed that students find it challenging using the various digital technologies to effectively enhance their learning. The purpose of this study was use the Technology Acceptance Model to promote learning through an instructional delivery system in order to transform students’ digital fluency. The study was an experimental research, where 104 participants were sampled from an accessible population of 346, and the sampling technique adopted was the stratified random method. It was found that using LMS as an instructional approach to facilitate teaching and learning through students’ hand-held digital devices by far, helped to enhance their digital competencies of students. Using the constructs of the Technology Acceptance Model (TAM) to establish the students’ adoption and use of digital technologies proved that Learning Management System is an effective instructional delivery tool, which promotes an enhanced learning.
